What you need is a rare sacred targe, +2 pala, deflecting mod, %enhanced damage, 17fhr, 45@, 2 socketed. 2x ber goes in it

If youre too poor to afford this delicacy, up your hoz

To answer your question, yes. Up'd is better to eek out that little bit of damage. Best bet is eth upped HoZ. If your just pub stomping its probably not absolutely necessary but its a bit more damage. All you need to worry about is stat requirements.
