As far as I'm aware, you cannot gamble for, or even purchase, tomes from vendors. Claws are the only class specific items you can gamble for iirc.

You may want to post here for potentially more accurate info.

In Diablo II: Resurrected – Reign of the Warlock, Warlock class-specific books cannot be gambled or bought from any vendors. Because books function as class-specific items,
they have been entirely removed from merchant gambling pools and regular shop inventories. To acquire Warlock books, you should focus on the following methods:
Farming Bookshelves: Books have a chance to drop from interactive Bookshelves found in the Barracks, Jail, and Arcane Sanctuary.
Target-Farming: In offline single-player, you can target specific bookshelves and efficiently run them multiple times at a higher /players command to reduce the "no drop" chance.
Quests & Imbues: You are guaranteed to receive a Rare class book from the Atma Quest in Act 5, and you can also use your Imbue quest with Charsi (recommended at character level 75+) to try for high +skills.Trading: If playing online, you can trade with other players for unique or rare base books
