Had this happen to a coworkers pc, first “fix” from the internet was to install d2r ptr.
Then I randomly go this on my mini itx pc and was fixed by uninstalling completely and reinstalling from account that had rotw access.
Can of course try drivers/vsync/windows mode.
It seems to be happening mostly to people who “patched” after buying.
My i9 13900/rx 6800 had no such issues and that’s while running multiple windows.
