The other person is telling me this - the buyer refuses to request mediator

I do believe you can request mediators for any trade, if its not possible the mediator will tell you, dont get scammed

Just to add to this, as a reminder, battle net balance must be gifted through battle net itself. If a user is refusing a mediator, it may be possible they are attempting to conduct an illegal trade by selling a steam card code instead of gifting the balance:
