Why does it say pending, and why don't I get those notifications?
It works for awhile then eventually it stops sending me push notifications.

i often got the same issue, after i used my desktop pc beside the smartphone. always have to disable/enable again then.

It is buggy for me as well. I cant get it to just give me notifications when they happen.

Probably it works best on chrome and ifcu have adnlocker or any ither plugins maybe disable it for d2jsp. That might be part of it.

I normally have to go back to Push notifications and disable it then re-enable. This normally makes it work again for awhile.
