I wanna take over a guild, is there a place where i can find such?

You'll have to look through the guild list and ask every owner 1 by 1 if they want to pay transfer fees to give you a guild for free.

for example, has bought and sold the off-topic guild many times in general chat. some still think of him as the true owner
