At what level do i craft and gamble for getting best odds of high stats MLD caster belts?

And i don’t need a wall of math equations or a link to any topics.
I just need a simple straight answer please.

Iam NOT sure! But someone told me for month ago level 31-49 should be good but as i said not 100p sure ? S1 can confirm or something?
