is it worth to craft hell cows rings or are they too low ilvl?

if not then should i just craft gheed's rings?

Rings are not like amulets where you need high ilvl to get that +2 skills.

From Crafting Guide - we need at least Ilvl 77 and at most Ilvl 85. Cows are area 81 so you can use those rings, but you should read Rings section of the guide for optimal char lvl and what not.
