You can report people for having too many topics in top 50 on any given sub forum on this site, but nothing ever comes of it other than a couple of the topics maybe getting closed.

Just take a look at this WoW sub forum: https://forums.d2jsp.org/forum.php?f=368&g=2

A certain individual is constantly plastering the forum with new topic detailing the same content, and they intentionally ramp it up during releases of new content or phases.
I have been reporting this individual for this activity for almost a year now, and all that has happened is this person getting a few of their topics closed.
The only loss suffered is the 10fg spend on making the topic red and bolded, but what is gained is superiority over everyone else in terms of discoverability.
One could argue that in the end it makes no difference but we know from other avenues online that discoverability is the key to success.
Therefor I would argue the stance taken on this, by the moderator team, is too lenient and should be more strict.
My suggestion is to start issuing warn so the rules are being taken serious, since it decays over time anyway.

That is the point, at the moment noone is really taking seriously the rules so the only way to survive is ignoring them as well and this makes the environment even worse.
