greetings brothers, i need some help here! so i know this is a hardware issue because it happens even after reformat/fresh install. anyway:

computer freezes for like half a second at certain points and then unfreezes and continues normally. this happens more on more hardware intensive processes. so if i play a game it will freeze more often than it would on just watching a youtube video, and it freezes more on newer games. but dont get me wrong, i could be playing might & magic 7 and it will still freeze when clicking on a door or something  it appears to happen on graphically intensive processes, i assume its graph card or ram but im not an expert so what do i know

regars brothers and ty men!

Open up Task Manager, and go to the Performance tab. When the freezing/slowness happens, see what component is near 100% and it should tell you what's faulty. If you take a picture and post/PM it to me I can assist you further when I have some time :)

That definitely means there's an issue with your processor. You may need to clean it out, replace the thermal paste or ultimately replace it :(

What kind of CPU do you have? and CPU Cooler? I would check both of them (Most CPU Coolers) now come with their own App where you can monitor temperatures and modify at which speed you want the Fans to run @ while Gaming // Idle.
