Block the user and move on. If he continues to go around the blocking feature and post in your topics then gather the evidence and report to whatever mod is in charge of the section.

If you encounter users PMing you like this, simply block them and you'll never receive another PM from them again - it's both the prevention and the cure.

However, if the user continues to harass you inside your topics or posts then you may use the report feature on the top right of the post window to report the violation and a staff member will review it asap and take appropriate action.
