To answer your question.
Yes there is a way to power level but not the way you're thinking.
Grouping with other people and just speed running is the only way.
Granted this can only be done with people with gear.
If no or little to crap gear than it wouldn't work.

I am going to say no...even in group play you all start as level 1 and climb up each person takes around the same time to reach say 71 given room for towning etc

power leveling is about a high level playing leveling you as a low level char and that simply does not happen in ladder slasher that I know of.
