I'm looking to get my steam balance up, before I buy directly from steam, just wondering if there's any places elsewhere to buy steam gift cards at a lower conversion rate?

Steam Gift cards are not supported on jsp (illegal trade). I don't know about other places.

You can not, however, buy any physical goods (including physical gift cards) outside of the donor forum, and you can not buy anything for cash on the forum in general (except for FG).
