if a ammy drops in a tz 92 would that ammys ilvl be 92?

Yes correct. TZ level 92 means all white monsters are mlvl 92 dropping ilvl 92 items.
94 from champions and 95 from unique monsters.

Sure thing.

Btw grand charms at ilvl 91 can also roll 45 lifers. Kinda the new "baal/dia/nihl" GCs.
