This is correct. If their harassment or threats carry over to your posts report it to the appropriate Moderator.

You can block a person from sending you PMs (private messages) by going to your Private Messages -> Blocked -> Add User to Block List: https://forums.d2jsp.org/pm.php?c=14
If the person harrases you in the posts - gather all of the related evidence and PM it to the Moderator overseeing that subforum: https://forums.d2jsp.org/staff.php?g=25
