The push notification system that is in place, if anything, is better than what you ask because you are better to receive the notification, and you always receive a browser pop up notification regardless. Not sure why you need the browser to make sound when your PC still does it anyway. It also works well with mobie too.
Also, if whatever it is is not up to your liking, you are more than welcome to make a suggestion here -

Thanks for your thoughts, appreciate the reply.
I don't believe it's a fit for purpose solution as notifications from this site get lumped in with the other dozens of notifications I get for other Diablo sites, general personal/Home automation/work stuff or general Operating System stuff, all which I'm not monitoring (or concerned with) when playing the game. As such I utilise Focus Assist (no known as "Do Not Disturb" in Win11) to have these muted.
Furthermore, it seems odd to me that innate browser notifications, a standard offering on websites similar to this and something that wouldn't require any end user setup steps at all, wouldn't be implemented first ahead of Desktop push notifications.
Other people I've talked to have offered similar frustration at the lack of such a basic, tried and tested website feature.
I might also add the suggestion that the notifications list link provided above should actually present on the UI (again, like what many other websites offer) instead of being hidden under the tools page. Perhaps next to the messages icon would be most intuitive.
I did make this post under site suggestions but it got moved here.
