If no trade occurred, then no you can't report it. Depending on the scenario it may be considered BM, but not reportable since nothing was scammed.
Looking at the other topic, it looks like a price was mentioned, then later you reached out to the person. Prices change all of the time, it's not unusual for someone to change the price the day after.
Post a new topic with your ISO and price offered and wait to see if someone is willing to offer you that price :).
