it only reduces the lightning resistance of the target for the wearer of the item. so if your merc wears it the lightning resistance of the target remains the same for you but is reduced towards your merc.

the price depends not only on the type of base but also on the -res amount because

1.) many people dont know
2.) style
3.) when your merc hits, it casts lightning with % where the amount of -res matters
4.) when your merc wears other items with lightning damage (dream?) it matters too


thats how it was in the old D2, at least. whether it also applies to D2R, other users here should confirm please. :)
