so for example im in tracked topics. i click...anywhere really, and the blinking vertical like appears, the same as in notepad when you are writing text

this happens on every site, for example i can click anywhere on youtube and the same vertical fucking line appears and its very annoying

Oh you mean the cursor thing for text.
Just restart your PC and see if it persists.

Recently Google Chrome introduced built-in functionality to browser with caret, just press F7 or go to Settings > Advanced > Accessibility and then turn on "Navigate pages with a text cursor" switch.

Found that if you're using Chrome. This sounds like your problem to be honest.
