i know this is a somewhat contradicting question.
but the site is big and has many functions and i don't know all of them.
there is a way i can contact a user who blocked me without me posting
in their topic or without me asking another user to contact them?
i mean is there another way of doing this without breaking any site rules?

I would suggest against trying to contact someone who blocked you.
They probably have you blocked for a reason and bypassing that could possibly get you in trouble.

Just tag him in this post to read it. Like I did with you. If he reads this, he may unblock you and you can contact him via pm

While you may have good intentions here I do not suggest doing this. Depending on the situation it can be breaking site rules. If the OP intention is to bypass being blocked and for that purpose then the staff may have to assist in that, as another Member of our Community mentioned. Violations of the site rules and or staff rulings can result in actions taken against an account.

If someone has blocked you from getting PM's is for a reason; the only way to contact him is if he decides to unblock you with time. Simply move on
