Hmm...

I would suggest going to device manager, and removing the driver for the mouse. Then unplug the mouse and restart. Next, plug the mouse back in and let it find the drivers.

I've uninstalled usb root and restarted comp to let it install itself back etc, nothing rly works

I work with IT, but I just can't get the hang of this mouse acceleration problem. I talked to the CAD users at work, no solutions from them worked either...

It's getting pretty annoying, and I've even quitted playing more or less. It sux.

what about updating your computers USB ports and chipset drivers?

You could try at home with your friend's config.cfg if he/she'd be willing to share it with you, to see if it's a problem inside or outside of CSGO.
/edit Although you mention every fullscreen game, does your friend play borderless?
Also, are you running Win 8.1?

he does play with my .cfg, most of my friends does...
I run w7.

usb ports have been updated dozens of time
I haven't updated chipset though, might wanna try that if there's a new version released since 2 years :P
