Nope, the customer perks are only for straight-up fg purchases.

However they’ll get the amount donated added towards star upgrades as well as fg back based on the ratio.

Tldr: You usually get a better ratio of fg & star upgrade value VS money using the donation tool from user offers, the downside is you don't get customer perks by using that tool to make things fair because you're getting a better ratio.
