Uninstall your VPN, restart PC & try again in 3 MONTHS. Do not log in before the timer expires, otherwise it'll reset.

If it keeps happening, reinstall Windows and wait ONE Full year.

I had a similar issue the other day and it has to do with servers busy and battlenet/d2r

I was able to clear it by force stopping battle net in process window and waiting about 5 minutes.
