Don't make Users the Owner, and don't give Users Full Control. They need neither. Your user account should be a member of Administrators. Post a screen shot of that same dialog box, but with Administrators highlighted, instead of Users.

They have full control, but I'm wondering why my account has not?
Do I have to change something so I can login as administrator ?

So what exactly are you trying to do that you need full control?

Well, I like to edit game files kinda much, and that comes a problem when I need to change every single file under my permission

Is the file in use by another process? Might try booting to safe mode and seeing if you can edit it that way.

Another thing to do is click that Advanced button, and then click the Owner tab in the next dialog that comes up. Who is the current Owner of that file?

Then permissions are set correctly, so my guess is that it is in use by some process. Try safe mode.

If you can't save there, try this: Copy it to your desktop, edit the file, then paste it back to program files. You might have to delete it from program files because it might not let you overwrite.
