Hey yea I ended up re-installing after deleting the .bin file.
What I think happened was on my desktop i was signed in to one bnet and on the browser i was on a different one. Because when i signed my computer in to the right account it started working. Thanks everyone for your help.
makr sure ur logged into your correct battle net account this happened to me and it was because i was logged in to diff account
