I have a few questions,

Are you seeing windows startup at all? - If so. Installation ISO > advanced repair settings > Cmd > sfcscannow command
Are you able to get into BIOS? - Set all BIOS settings back to default, turn off XMP(Intel) or Expo(AMD) memory profiles. Clear CMOS as well.

After these steps try booting with 1 stick of RAM, or if you have a clean stick do that first you know is good do that first.
Just a few quick things that can be done.
