Coil whine is a distinctly power-related issue since it's directly caused by surging electricity. This electricity causes capacitors to vibrate at a high frequency, producing coil whine. While this noise most often comes directly from the graphics card, the graphics card itself may not actually be at fault.
Unfortunately your gpu just started to make noise all of a sudden. If your temps and fps are fine then its just something that can happen. There are videos on youtube that try to fix it so try looking into "reduce gpu coil whine" on youtube and see if you have any luck.
