I asked my friend to start playing D2R with me, and for that i told him he could make an account here to help with Trades.
However he joined 23 december, but is still unable to create topics and send Messages.
He tried to use contactform to get help, but still No reply.
When he post something it says something like “u must wait a short while before posting, because u are new, in The meanwhile u Can read The rules”
He used/used vpn for a while, could This be The issue?

Or How does he move on from here?

First and foremost DO NOT use a VPN to browse D2jsp as this could lead to action taken against his account.

Secondly, do so as instructed and review the site rules as well as the trading rules as well as the unified general help sticky, the answers are there.

Thanks for your reply, im not using vpn and i doubt i ever have.

He says that he has gone through The rules several times, and also your links just now (he is viewing This thread now) but none of us sees The issue

If he's sure that he's read both trading rules and site rules and verified his e-mail already then use the contact form here: https://forums.d2jsp.org/contact.php

then select "account related" and post his question there, he'll get an answer there, as far as I know if his account is registered on the 23rd which was a couple days ago then there shouldn't be any limitations as long as he's followed the instructions and went through the rules.

You did say he used a VPN and that could be the possibility of why his account is still restricted, use the contact feature and an admin will answer you from there.

He had done that, First time was several days ago, about 1 week.
