Is it possible to make an Hoto in a Divine scpeter (pally) as it is considered a mace or not at all?

Wveryone use flails bases, due to low str requirement isnt it?

If someone can give me a little light about it, thanks.

nope thats not possible 2 hand staff works as well

and you can make cta in scepter
