this should be accurate

but u could get lucky on 90+

not just character level while character level is the most important
the level of the item helps in other words a level 8 still has a chance to imbue something godly with a coronet vs a circlet

a lvl8 will never roll

a +2 sorc / 20% FCR with other mod ( req lvl67)

impossible

did not say that just said the best items to roll are the elite ones basically, soo not just character level is the entire determining factor
