It's decent for mld but for which char? hum? -> ama's need 30%frw on helms, same for baba and for pala it's even better. Missing skill's too, a rare circlet will be better.
Still nice res/life and 2free customable sox. Maybe usable for a sorc who don't need fcr on helm but still missing skills to be really usable. All will prefer a magic 3sk/20fc/2sox or a rare 2sk/20fc/mods/2sox.

I think the best char which can use this is a kick sin (with 2x ed/str/mods jools or so).
0-20fg is right in my opinion.
