It's called failed unique(or failed set) drop. Whenever the game decides to drop unique(or set) item, which does not exist, it instead drops magic version of that item with increased durability.
For example:
The game decides to drop Bramble Mitts(elite leather gloves), and then decides it's going to be unique. There is no unique Bramble Mitts in D2, so instead it drops magic Bramble Mitts with increased durability.
