I hit over 136 with no points in dex.

Base dex - 20
Soul Spur - 19
Gloves - 15
Shako - 2
Amulet - 20
Anni - 20
Torch - 20
Raven x2 - 40

Total = 156 Dex

Without dex on amulet you may reach 136 dex using 2x ravens. Of course you will be weaker.
