Whether they're different people or not still doesn't change the fact that they are pretty much working together.
One scams and the other one helps that person profit from it. Thus, both are scammers.

ex.) A friend robs a store, I pick him up on the way out of the store and drive him to a pawn shop to sell the items for cash. This is usually called "aiding and abetting."
