I beleive you can up Rares. I don't know if suwayyah are elite tho.

you can double up rares NL, it's uniques that can only be upped excep>elite on ladder, leading to 90% of JSP yelling at folks saying you can double-up a rare NL..
Suwayyah are elite though.

IMHO 500 - 1k, depends on buyer
