some information. You can buy a staff in act2 normal with 3 fireballs. It can't have fire mastery/hydra if you guy it in normal. Best you could buy in normal is probably 3 fireball, 3 enchant, 1 teleport. You can alos shop in hell but your char must not be higher than lvl 19 or you can't buy non magic staffs from merchants. good luck
the staff must be non magic.
it should have 3 fb 3 mastery (think its possible have seen 3 fb 3 cold mastery)
