To field some of your questions, importing is basically the process of creating an item (typical in Hero Editor...from what I've heard) outside of the game's natural mechanics, e.g. Closed Battle.net. The creation process is extraordinarily time-consuming, from what I've heard...and so people like KillersDream have made literally thousands off custom orders of single items, including this one Necro amulet which ostensible went for the equivalent of over 100K fg.

I believe that KD himself cannot import items, but rather that he has connections to people who know how to do so. Regardless, it's a very tightly kept secret as to how this process is done, but I prefer not to think about it, and just let one of my characters die on HC
