Meh, perms aren't really ever perm; it's just silly to think it. 7 years since 1.10 rolled, and tens of dupe prgms in the hands of pubs in that time.
Unless a person physically held an item for the past 8 years, never letting it loose, it's pretty safe to assume it's unperm, if not just a rare copy.

eZpK's is unperm, always knew that; the arreats was unperm, knew that as well. They're just the things you really don't have to perm b/c they'll never hit a counterpart to clash with.

the chance is statistically insignificant, therefore worth investment

7 years since 1.10 rolled is hardly insignificant.
Honestly, anyone who sells perm anything is an unperm as perm seller. They just don't acknowledge it, and can't really be held at fault since they truly believe anything is perm anymore.
