When you use dream on a sorcy does light mastery increase the light dmg holy shock does on both aspects ( attack and the every couple seconds flash)

then why do people make melee sorcs with holy shock....? Wats the point if they say they max light mastery?

and also why do they use dream helm/shield? do u get lvl 30 foly shock then?
