Does cold damage from small charms freeze opponenets?

So if I have cold dmg charms in my inventory in SvS, the other smiter (assuming he switched out his raven for BK) will be slowed?

ya but i assume your wearing rf so you would already be doing cold dmg?

assuming cold dmg affects smite dmg...
