how come a hr is only 3fg and something worth like 15hrs is like 150-200fg it doesnt make sence...this needs changed or somthing

cause its hard to find the shell for this item, and its hard to roll good stats on them, and chances are when something thats 15 hrs is worth mroe than 45 fg it usually has mods that a normal shell doesnt like +3 to foh x/6/x cta...
