There's free Xbox Live, it's called Silver. You can download stuff, like demos, movies, and content. You just can't play games with other people over Xbox Live.

If you have a connection to interent then yes, becuase xbox live silver is absolutly free, and you can download stuff. If you don't have a way to connect to the network then no.
