the one socketed circ is gg, but only if that 21 strength was dex, since with low strength enigma + anni + torch + (ammy or rings or boots) strength is essentially useless and wont be needed to equip a spirit or ss ur highest strength item.

it allows you not to depend on str on your rings.

if ur rings are GG it matters not.

+ ull need 1 ring with str regardless even if u used ur circlet

it all depends on the type of build, if u can get ur hands on some nice fcr rings and ammys with life or other mods instead of strength then yes ur circ can be better, but for 80% of the gear most ppl have the 2 socketed one is better. (Strength is usually more common on good fcr rings and ammys then dex, from my experience)
