cant its non-ladder.

This is the formula you would need in order to do it is only available to ladder

Transmute Formula 1 Ko Rune + 1 Lem Rune + 1 Perfect Diamond + Exceptional Unique Armor = Elite Version of Armor (Single Player, Ladder Only)(also applys to shield and other not just body armour)

Gilded shield is already exceptional
