What kind of "bump" is it? does it feel like there is anything in it? and like others said, have you shaved recently, ingrown hair?

If it's in the skin, and not actually "inside" then i wouldn't worry it much.

On the other hand, if the bump feels like it's underneath the skin, inside the sack (not in the skin, but under the skin, actually in the sack with your nuts).. Go see a doctor.
