Depends on their gear / purpose.
If you have enough resist and are planning on wearing a monarch the 19 stat one is better.
If you don't and are willing to sacrifice the life/mana from the 2 points to get said resist then the other one is better.

17/19 imo

but it depends on if u need the res or if u r into str buggin chars for more life

r u pvp or pvm and what gear u usin?
