no, you won't get the stats you want. Preferably you should get at least a lvl42 gambler as it can get the good suffix/prefix for a lvl30 Circlet. Rings and Ammys are around the same lvl from what I remember. The gambling Clvl corresponds to the ilvl. If you gamble with a lvl30, you won't get the stats you want.
