What does it mean
duration of boost skills
Duration of curse skills
increase combat
increase tactical ... and
decrease cost of tactical

what is usefull for a engi striker built?

Strikes count as tactical and combat skills, so anything that would give a bonus to tactical or combat would improve strikes.
