Yes, the game is now f2p but once you are done in act 2 you'll have to purchase an act 3 ticket to continue playing through the story. This ticket can be bought either in the in-game cash shop or from other players.
Your old characters are no longer available, you'll have to restart from scratch once you've downloaded the client and created a t3fun account if you don't already have one.
