Good question, I'll check this out right now. I skipped a ton of quests while leveling.

Update: Just did the quest "Relevant Relics" and it indeed gave me +1 attribute point. So this seems to be implemented still.

yes this is still current for Hellgate Global. the only difference is that you cant do the quests a 2nd time in nightmare cuz HGG nightmare doesnt reset quests or anything
